There are some (small portion) providers do providng kind of reliable and stable free service for quite a long time already. I have been trying some of them for a long time. Here are some of my personal experience to summarize their features and limitation on their services. Before you wasted your time to try any of them, take a look to see if you can find one matching all your requirements and also you can accept their limiation.
Strongly suggest to get a free VPS from Oracle which you can build your own server or websites without tolating those limitation from the free providers. At the same time, you got full control of your domain, traffic, and services.
